Question installing a wall at the garage slab

Hi there, i have a Q; but first what we're doing:
we are dismantling the garage door and trenching the front for drainage and plannig to install a wall to use the space as bedroom. The garage slab is at ground level; should I bring the slab with cement block to foundation level if not how do we protect the new space to protect it from the elements ?
