Default Efficiency in baseboard heaters

I have electric baseboard heaters in each room. Thermostats in each room also. What is the most cost efficient way to run them?

Minimally. Set each thermostat to the lowest temperature you can handle. Set the heaters really low--say 62 degrees or so--when you're not home and when you're sleeping. Investigate timers for this. And get used to wearing sweaters!
