Is it true that you can lower you electric bill significantly by unplugging things when not in use? Thank you

If a device is switched off, it is the same as being unplugged. Depending on what the device is, a light or fan, for example. If the device is a TV or cable box, even though it is turned off, it is still drawing a power load.
