How do I test for a short circuit by using continuity testing of wires?

In the panel (fuse box) turn off the breaker in question. Very carefully, disconnect the hot wire out of the breaker, then the white neutral wire, then the green ground wire, for that particular circuit. Make sure all three wires are separated. Then, with the one lead on the black wire, put the other lead on the green wire, and listen for the beep. If you don't hear a beep, you don't have a short to ground. If you do hear a beep, then you do have a short to ground. To reconnect the wires, start with the green first, then the white, then the hot wire last.
