The answer to your question depends in part on the design and construction of the structure. Some structures are designed to allow building shell water to run under the siding. In other structures, any moisture behind the siding would be considered “trapped” and unacceptable.
The answer to your question depends in part on when and why the siding is being installed, and the answer to your question depends in part on how "wet" is the surface, where is the surface, and why is it wet?
