Is #3 ga. a non-standard wire size, Home Depot only seems to carry either #2 or #4Ga. and only with black insulation THHN?

You would need to go to a electrical supply house for #3 kcmil conductors. #3 kcmil conductors are rated for 110 amps. THHN is common because it is rated for an ambient temperature of 194 degrees in the raceway.
