Start with the first full piece then measure and cut your second piece. To start the next row, use the piece that was left over from the second piece of the first row. Continue doing this until your last piece is not less than 2 feet. Then start the procedure over from the begining. What you'll have is a wall with a nice stepped pattern.

I'll use your situation as an example:

Don't use my exact numbers because I'm sure your wall is not exactly 21 feet. These numbers are for a general referance.

Your first piece on the first row will be 12 feet. Your second piece on the first row will be 9 feet, leaving you a 3 foot piece left over.

Use this three foot piece to start the second row. Your second piece on the second row will be a full 12 foot piece. Your third piece on the second row would be 6 feet leaving you a 6 foot piece to start your third row.

Continue doing this until your finish piece is not less than 2 feet. In your example, you should get four rows and then start the pattern over.
