Can You Attach A Ground Wire To A Neutral Wire
Can You Attach A Ground Wire To A Neutral Wire as they both go to ground at the panel.

No you can't. The path of all electricity goes to ground. The neutral wire (the groundED conductor) and the ground wire (the groundING conductor) are not the same thing.
