Question Troubleshooting and Repairing Electrical Circuits

I just connected new 14/2 wire to replace the old wornout wiring in one room. It is all connected the same way and works fine(switch,light and outlet. But I get a small tingle out of the white(common) bare wire. I noticed when I was putting a wire nut on a connection to the old line. Should I or is somthing wrong?

Do not touch the bare conductor of the neutral (white) wire. The neutral wire carries voltage and amperage back to the panel then to ground.

Thanks.I just never came across that before. I work in construction but I was do'n some stuff at home and ran into that. Never noticed before.
