in new home construction with a full dry basement is it nesasary to put felt paper on the first floor and some people told me rosin paper but would that not hold moisture please reply

Felt paper should be used if not to keep any moisture transfer from happening but to also keep your floor from squeaking - that is if you are planning on having a wood floor installed upstairs. The tar in the paper greases the flooring nails. Hopefully you also used tarred tar paper on the outside below grade foundation so it will stay completely dry for a very long time.
