Default in breaker panel...

in breaker panel...all the lights that are on 110 circuits are now flowing (for some strange reason) through the 220 breaker for the hot water heater. Can now only turn off power to lights by shutting off the hot water heater breaker which is a double throw breaker. Is this my breaker sub panel bad?

It sounds like someone has spliced into one of the phases on the hot water circuit, and it is back feeding into one of lighting circuits. Inspect the hot water circuit to see if it was tapped into.
