I have a meter outside on a pole with a breaker box below it which runs to the house. My pole barn is right next to the meter pole and I need to run 220v into the pole barn for a air compressor, would I be able to run power straight from the breaker box below the meter on the pole?

Yes you will, if, there is room for a two pole breaker in the breaker panel. You should have a certified electrician do this job because there are many NEC codes that need to be followed for this project. E.G. Load requirements of the compressor, breaker size, wire size, conduit and installation of conduit to the barn, grounding, and safety issues.
