Default How a Hot-Water Dispenser Works

Can you explain how a hot bottle water dispenser works? How should trouble shoot if the water is not warm?

Default water dispenser

Upon depressing the hot button,the water is routed to the hot water intake valve The water passes through it and enters into the heat tank. Hot water then passes out the heat tank and then to the hot water output valve which is also activated. The water passes through it and comes out of the spigot.
Water is not hot
(1) Dispenser is unplugged - Push plug completely into outlet

(2) Heating switch is not on - Make sure heating switch turned ON

(3) The fuse is blown/circuit breaker is tripped - Replace house fuse
or reset circuit breaker

(4) Burned out heating element
