Of the three prong receptacles, is the one with a notch cut in one of the bladed slots used in applications in excess of 15 amps (i.e., 20 amps) or can they be used in 15 amp applications as well?

The receptacle you described is a 20 amp, 120/208 volt recept. It is safe to use in a 15 amp 110/120 volt application in your home.
